Once you reach the elevator, activate it and ride to the higher floor.There will be some enemies in the area, you should kill them quietly and avoid gaining enemy attention.
Go to the control room from the starting point.You will move through the location backwards in comparison to the main campaign. During this mission you must break through the nuclear bunker on Manhattan and reach the target.The whole bunker level is played backwards.
